How about in addition to the heat bonus you also give a bonus to rig penalty reduction. One that will stack with the rigging skills. That at (whatever) rigging skill 5 and Racial strat crusier skill 5 you will have no penalty from the rig. Or even...

The price between BPC and the ship its self is almost nonexsistent. I've seen the BPCs go for as much as the ship. You might be able to find a deal but, I wouldn't count on that too much.

Your set up is fine for an all T1 thorax set up. You could always leave the last low slot up to the new owner to fill in with either a bit better tank or more gank. 5 million for the total set up you have there is a bit of an under cut to yours...
